At the dorm meeting of March 25, 2004, two by-laws were proposed by Alan Myers, an active resident Assembly member. At the following dorm meeting of April 8, 2004, both passed with a majority vote of all active resident members. The changes were recorded by Alan Myers, the Third Member at the time.

The two by-laws did the following:

• 1. limited the times one can apply to the Mallet Assembly per semester,
• 2. deleted what was the sixth by-law stating that “The Drawing room and the areas immediately surrounding it, to include hallways, foyer and the library, shall be non-smoking areas.”
